Aide: Sebelius to wait on compact until other proposals reviewed

? Gov. Kathleen Sebelius won’t ask legislators to approve a casino compact with two Indian tribes until lawmakers review other gambling proposals, her chief counsel said Wednesday.

Matt All said Sebelius views delaying consideration as fairer to supporters of other proposals. He said Sebelius might support other proposals to expand gambling but will not offer a bill.

“In general, she has decided to stay out of the middle of this debate,” All told the Senate Federal and State Affairs Committee.

The compact, negotiated by the governor’s office last year with the Kickapoo and Sac and Fox tribes, would allow the tribes to open a $210 million hotel-and-casino complex near Kansas Speedway in Wyandotte County. The state would receive a share of the revenue — perhaps $50 million or more a year — in exchange for limiting competition for the new operation.

Kansas law gives the Legislature’s top seven leaders the power to approve compacts when lawmakers are not in session, and Sebelius sought a decision last year. But the leaders did not vote, with House Speaker Doug Mays, R-Topeka, arguing the entire Legislature should review the compact.

All said Sebelius does not have a timetable for submitting the compact to legislators again.

Senate Committee Chairman Pete Brungardt, R-Salina, said his panel will probably have hearings on gambling proposals in mid-February. There are no plans for hearings in the House yet.
