Murderer among inmates up for parole next month

One of two men convicted in the 1981 murder of a woman in Jefferson County will go before the parole board next month.

Gary Joseph Quirk, 45, is being held in the El Dorado Correctional Facility for second-degree murder and rape.

Quirk and an accomplice, Leslie Lorn Ellifritz, were arrested after the body of Theresa Ingram Lynn, 24, was pulled from the Kansas River in Wyandotte County.

Authorities said Lynn had been repeatedly stabbed and raped in Jefferson County before her body was dumped in the river.

Others who will be up for parole include two men serving time for crimes committed in Douglas County:

  • Howard W. Rose, 58, convicted of theft and aggravated kidnapping. He is in the Ellsworth Correctional Facility.
  • Devin T. Galloway, 42, convicted of kidnapping, rape, burglary and theft in Douglas County and trafficking in contraband while in prison. He is in the Hutchinson Correctional Facility.

The Kansas Parole Board is soliciting opinions from the public about possible paroles for these offenders and others. Public hearings will be conducted at the following locations:

  • Wichita: 11 a.m. to 2 p.m. Thursday, Finney State Office Building, Room 3080, 230 William St.
  • Topeka: 8:30 a.m. to 10:30 a.m. Friday, Landon State Office Building, Room 106 A, 900 S.W. Jackson St.
