What majority?

Majority? Let’s see: The gay marriage ban passed with 70 percent of voters supporting it. The election turnout was 35 percent. So do the math: 24.5 percent of Kansas registered voters supported the ban. The rest of the population didn’t feel it was an important enough issue to even go vote. So now we can amend the constitution with only 24.5 percent of the population supporting it? Hmmm. I guess I don’t understand the term “majority.”
