Background

The proposal is opposed by neighborhood residents. But the light industrial zoning already in place for the land allows for a shelter there.

Adopt the following ordinances on second and final reading:

• Ordinance No. 7713, rezoning 7.1054 acres plus adjacent right-of-way from agricultural district to office district, on the south side of Kansas Highway 10 and west of O’Connell Road.
• Ordinance No. 7771, 8.726 acres from single-family residence district to single-family residence district, east of Monterey Way and north of Stetson Drive.
• Ordinance No. 7773, 20.1309 acres from agricultural to planned residential development district, on the south side of K-10 west of O’Connell Road.
• Approve for Bismarck Inn a site plan for the addition of an indoor swimming pool room and addition for the owner’s residence at 1130 N. Third St. Submitted by Hernly Architects for Nick and Mary Bhakta, property owners of record.
• Approve a request to rezone a tract of land 11.5587 acres from limited business district to planned commercial development district (with conditions). The property is north of Clinton Parkway and east of K-10. Initiated by the Planning Commission at its January meeting. Yankee Tank Investors, Yankee Tank Investors L.C., and Alvamar Inc. are the property owners of record.
• Authorize the mayor to sign two subordination agreements for Saundra Scott, 1901 Barker Ave.

• Consider unanimous recommendation from the Traffic Safety Commission to establish no parking along the east side of Wisconsin Street between Fifth and Sixth streets. Consider adopting on first reading, ordinance No. 7791, establishing no parking along the east side of Wisconsin Street between Fifth and Sixth streets. This item was requested to be deferred from the May 18 City Commission meeting.
• Consider approving a site plan for a Salvation Army community complex on the west side of Haskell Avenue between Lynn Street and Homewood Street, within light industrial and general industrial zoning districts. Submitted by J. Kurt von Achen for the Salvation Army, property owner of record.
• Consider the midyear funding request from the Lawrence Juneteenth Celebration Planning Committee for $5,000 for the Family Festival portion of the planned event. Additional support for the event is requested from the following departments: Parks and Recreation, Police, and Fire & Medical. No specific information on the level of support desired was included in the request.
• Consider allowing the amendment to milestones for the use permitted upon review at 805 Ohio as requested through September 2005.
