Highlights of Friday's activities at the Kansas Legislature:

  • The House Appropriations Committee endorsed a $1.72 billion budget for higher education, an increase of about 1 percent over this year's spending for public universities, community colleges and vocational schools.
  • Gov. Kathleen Sebelius expressed frustration with what she sees as legislators' lack of seriousness about addressing school finance issues.
