Van option
To the editor:
So, if all the van-pool riders had been paying the entire cost of the program, then it seems that they would be no worse off to borrow some money, buy the vans as the state sells them, and pitch in to pay to operate them themselves. Perhaps the state can continue to reserve the parking spaces for them, give them a tax break for the good work they do in reducing congestion, pollution, etc. Everyone wins then.
