Sebelius rolls out new state gambling plan

? Kansas could have five top-class casinos, and video lottery terminals at horse and dog tracks and nearly 250 veterans and fraternal organizations, under a proposal unveiled today by Gov. Kathleen Sebelius.

“Many Kansans will benefit from this plan,” Sebelius said at a packed news conference announcing her proposal.

She said a substantial portion of revenue from the expansion of gambling would go toward scholarships for Kansas high school seniors.

The plan would establish a commission that would select proposals to develop five state-owned “destination” casinos.

Sebelius said her office would also continue negotiations with the Sac and Fox and Kickapoo tribes to build a casino in Wyandotte County.

Her proposal would also allow the five pari-mutuel racetracks to put in video lottery terminals, as well as veterans and fraternal organizations statewide.

Under the plan, the state would receive a minimum of 22 percent of profits of developers for the destination casinos, or 18 percent if the destination casino is built at an existing parimutuel track.
