Former Farmland site to be discussed in executive session before meeting

Bottom Line

The Lawrence City Commission will go behind closed doors for an executive session with the Douglas County Commission. The open meeting will resume at 6:35 p.m. in the City Commission meeting room.

Background

Commissioners will discuss pursuing a potential “public-private partnership” at the 467-acre Farmland Industries fertilizer plant site in southeastern Lawrence, which has been inactive since the Kansas City, Mo.-based cooperative shut down production in May 2001.

Executive session

  • Consider a motion to recess into executive session: 1) to discuss possible acquisition of real estate and 2) for consultation with an attorney for the city that would be deemed privileged in the attorney-client relationship. The executive session will include the Douglas County Commission and the director of economic development. The justification for the executive session is to keep possible terms and conditions confidential at this time.

  • Award Project No. 78-CP20-1202(BD) East 11th Street, Haskell Avenue east to the railroad tracks, street, storm sewer and waterline improvements, to Penny Construction for $177,021.

  • Adopt on first reading Ordinance No 7695, rezoning 1.44 acres from agricultural to single-family district property located at the east side of Mulberry Drive .

Adopt on second and final reading the following ordinances:

  • Ordinance No. 7674, regulating traffic within the corporate limits of the city; incorporating by reference the “Standard Traffic Ordinance for Kansas Cities,” edition of 2003, with certain omissions, changes and additions.
  • Ordinance No. 7690, amending Chapter 3, Article 2 concerning animals at large and amending Chapter 3 Article 3 concerning procedures and requirements related to the ownership of dangerous dogs.
  • Ordinance No. 7691, permitting Douglas County Resolution No. HR-03-7-3 to apply within the city limits.
  • Ordinance No. 7692, establishing the quorum for the conduct of the Mechanical Code Board of Appeals as four.
  • Adopt Resolution No. 6488, authorizing survey for condemnation of necessary property interests for O’Connell Road improvements south of East 23rd Street.
  • Accept dedication of easements and rights-of-way for final plat of Hutton Farms (previously known as Tuckaway North). This proposed one-lot residential subdivision contains approximately 35.556 acres and is located north of Peterson Road and west of Kasold Drive. Submitted by Landplan Engineering P.A., for Thomas S. Fritzel, member, North Forty L.C., property owner of record.
  • Authorize the expenditure of $31,500 and $162,000 in Community Development Block Grant Property Acquisition funds on behalf of Tenants to Homeowners Inc., for the acquisition of a vacant lot in the 800 block of Locust Street, and the acquisition of Lots 1-6, Perkins Place Subdivision, located on Third Street, between Illinois and Alabama streets.
  • Authorize the mayor to sign a Release of Mortgage for Betty Squires, 2628 Belle Haven Drive.
