‘Joe Millionaire’ creators find way to use plot twist twice

A Texas cowboy’s lies to an international community result in tensions, outrage and heartache. No, this isn’t an editorial on American foreign policy, it’s the new setup for “The Next Joe Millionaire: An International Affair” (7 p.m., Fox). David Smith, 24, is the newest faux Joe. He’s a rodeo cowboy whose annual income of $11,000 could hardly keep returning butler Paul Hogan in cognac snifters. But the once mud-spattered Smith is now ensconced in Italy to deceive a villa filled with 14 European lovelies who think that he’s recently inherited $80 million.
