Bottom Line

The Lawrence City Commission will conduct hearings on a series of hot topics: purchasing the Orchards Executive Golf Course; permission for an open homeless shelter at 10th and Kentucky streets; the Oakley Addition residential development at Sixth Street and Folks Road; and the proposed Wal-Mart Supercenter at Sixth Street and Wakarusa Drive.

Background

The City Commission has placed time limits on the Oakley and Wal-Mart issues, and could do the same for other items on the agenda.

  • Authorize city manager to execute the Engineering Services Agreement with BG Consultants for street and retaining wall improvements on Clinton Parkway in the amount of $19,897.
  • Authorize city manager to enter into a contract with Insituform Technologies USA for the Inflow and Infiltration Project No. 2WW-503 — Wastewater Collection Division, for an amount not to exceed $398,192 to complete the project.
  • Authorize the city manager to issue a change order for the existing contract with Danis Construction for $41,219 for additional work on the Wastewater Treatment Plant Expansion project.
  • Set bid date of April 8 for overlay program first phase.
  • Set bid opening date of April 8 for the following comprehensive rehabilitation projects: 1745 Learnard Ave., 2425 Overlook Circle, 1201 W. 22nd St. Terrace, and 1210 Hacienda Lane.

Adopt on first reading the following ordinances:

  • Ordinance No. 7629, adopting and amending the 2000 Edition of the Uniform Mechanical Code.
  • Ordinance No. 7630, establishing all-way stop signs at the intersection of Inverness Drive/Legends Drive and Wakarusa Drive.
  • Ordinance No. 7631, establishing all-way stop signs at the intersection of Kasold Drive and Peterson Road.

¢ Ordinance No. 7632, establishing yield signs on Kansas Street at Utah Street.

  • Adopt on second and final reading Ordinance No. 7627, annexing approximately two acres at 1303 E. 1600 Road (O’Connell Road).

Adopt the following resolutions:

  • Resolution No. 6456, authorizing the issuance of bonds in the amount of $650,000 for the milling, overlaying and curb repair on major trafficways. This amount is budgeted in the Capital Improvement Budget.
  • Adopt Resolution No. 6458, authorizing $350,000 in general obligation bond authority for 2003 KLINK projects for street maintenance: North Third Street from Industrial Lane to north city limits, and 23rd Street from Learnard Avenue to Harper Street. Adopt Resolution No. 6459, authorizing the mayor to execute Agreement No. 13-03 with the Kansas Department of Transportation for KLINK Resurfacing. The project involves milling and overlaying 23rd Street from Learnard Avenue to Harper Street, and North Third Street from Industrial Lane to the north city limits. The state will participate at 50 percent up to a maximum of $200,000.
  • Approve request to rezone a tract of land approximately 0.86 acre from single-family to duplex residential district. The property is described as being at the southwest corner of West Third Street and Illinois Street. Submitted by Smalter & Associates, Architects, for SMS Partners, property owners of record.
  • Approve a request to rezone a tract of land approximately 2.0 acres from agriculture to single-family residence district. The property is generally described as being located at O’Connell Road and Goodell Court. Requested by Doug and A. Berniece Garber, property owners of record.

  • Consider adopting findings of fact; concur with Planning Commission recommendation and deny request to rezone a tract of land approximately 0.51 acre from single-family to residential-office district. a) Consider adoption of area plan for possible land uses for the Oakley Area. Three scenarios for an area plan were submitted by staff to the Planning Commission, but no action to adopt a plan was taken when action was taken on the rezoning items. Scenario No. 1 or 2 would be consistent with the rezoning request that had been forwarded by the Planning Commission.

b) Consider request to rezone 11.0855 acres from agricultural to planned residential district; and 3.995 acres from agricultural to residence-office district. The property is generally described as being at the southwest corner of West Sixth Street and Folks Road.
