Proposed downtown project up for consideration again

Bottom line

The Lawrence City Commission will continue consideration of a proposed downtown office-commercial-condominium building.

Background

Plans call for a 100,000-square-foot building that would include 32 loft-style condominiums, retail stores, offices and a 52-space underground parking garage at the northeast corner of Eighth and New Hampshire streets.

The proposed building would be as much as 78 feet and five stories tall, higher than zoning code limits of 45 feet and four stories. By comparison, the Eldridge Hotel at Seventh and Massachusetts streets is 63 feet tall, while the US Bank building at Ninth and Massachusetts streets is 77 feet tall.

  • Ordinance No. 7665, rezoning 1.81 acres from RS-1 (single-family residence) district to RO-2 (residence-office) district for property located at 505 and 515 Rockledge Road.
  • Charter Ordinance No. 35, allowing the sale of alcoholic liquor on Sundays and holidays, and allowing the City Commission to establish hours of Sunday sales and restrict certain holidays by ordinary ordinance. (Four affirmative votes are required for charter ordinances.)
  • Ordinance No. 7666, allowing the sale, possession, and consumption of alcoholic liquor on Sept. 6 at Burcham Park for the Lawrence Mountain Bike Club’s “Tour De Fat” fund-raiser.
  • Ordinance No. 7667, establishing Sunday liquor sale hours of 11 a.m. to 7 p.m., and prohibiting retail liquor sales on Christmas Day and Thanksgiving Day, upon the effectiveness of Charter Ordinance No 35.
  • Ordinance No. 7668, renaming West 15th Street from Iowa Street west to the city boundaries as Bob Billings Parkway. This ordinance will be effective on and after Aug. 1, 2004.

  • Approve a request to rezone a tract of land containing approximately .827 acres from RS-1 (single-family residence) district to C-5 (limited commercial) district.   • Hobbs-Taylor Lofts Development Proposal on the northeast corner of Eighth and New Hampshire streets.

a) Continue hearing of the appeal from the Historic Resources Commission finding that the development does “encroach upon, damage, or destroy” the Eldridge Hotel (Seventh and Massachusetts streets) and (old) Post Office (Seventh and New Hampshire streets), based on the Secretary of Interior standards and the guidelines adopted by the Historic Resources Commission to conduct reviews.

b) Continue appeal from the Downtown Design Guidelines ad hoc review committee’s determination that the proposed development is inconsistent with the Downtown Design Guidelines.

c) Consider approval of site plan subject to conditions.

d) Consider amendment to parking agreement governing city leased spaces on the eastern side of the 700 block of New Hampshire Street.

  • Consider proposed study concerning median cut in planned improvements to West Sixth Street, at approximately 4800 block of West Sixth Street.
