The city commission will consider proceeding with improvements at 31st and Iowa streets without the assistance of the owners of Pine Ridge Plaza.

Background

The original plan called for the improvements to include a long deceleration lane and access to a traffic signal by Pine Ridge Plaza, on the intersection’s southeast corner. But the property’s owners and the city have been unable to negotiate a price to buy Pine Ridge land needed for the project. So city staffers are recommending those improvements and the benefits to Pine Ridge be eliminated.

Approve Resolution No. 6429, authorizing the mayor to execute authority to award contract-commitment of city funds for project No. 64-CP20-999(S), North Michigan, Second Street to Riverridge Road, street and storm sewer Improvements. The city’s share of project construction costs is $419,662.

Set bid date of Oct. 19 for Project No. 59-BS1-902(C), brick street repair for the 900 and 1200 blocks of Rhode Island Street, 900 block of Louisiana Street, 1200 block of New York Street and 1000 block of Ohio Street.

Adopt the following ordinances on first reading:

Remove the “No Parking/Loading Zone except Sunday” restriction along the east side of New York Street adjacent to New York School.

Remove the “No Parking Zone” on the west side of Barker Avenue between 20th and 21st streets.

Adopt Resolution No. 6427, ordering the street improvements to the intersection of 31st Street and Nieder Road. Approve contract in the amount of $600,000 with HNTB Corp. to provide an engineering study for 31st Street and Nieder Road geometric improvements. HNTB will investigate the feasibility and operation of both a traffic signal and a roundabout for this intersection.

Approve site plan for Polk Crane Service; Lot 1, Polk Subdivision, 11th Street, east of Haskell Avenue, subject to conditions.

Approve selection of the stone sculpture “Emergence” to be located north of Seventh Street in Watson Park.

Approve mural project on the north side of the Lawrence Arts Center, 940 N.H.

Authorize the mayor to sign a release of mortgage for Steven and Kelly Reese, 1073 E. Home Circle.
