Commission looks at e-government initiatives

Bottom Line

City commissioners on Tuesday are expected to approve the first of a series of “e-government” initiatives to offer more services on the Internet.

Background

Commissioners will consider approving three items:

l $22,540 for software to enroll students in classes offered by the Parks and Recreation Department.

l $33,005 for online utility billing software.

l $12,500 for software and hardware for internal city use to support the e-government effort.

The decision to start with billing and class enrollments came from a survey of Lawrence residents, officials said.

Award bid for a John Deere 6220 Tractor for the Parks & Recreation Department to the low bidder meeting specifications, Heritage Tractor Inc., for $40,032.

Authorize the purchase of eight 800 MHz portable radios and two MHz mobile radios (with related use and installation accessories) for the Police Department from Motorola Direct for $32,910.

Award bids for comprehensive housing rehabilitation projects at 340 Pleasant to Master Plan Management for $19,232 and 325 Clayton Court to General Construction for $16,888.

Reject bid for comprehensive housing rehabilitation project at 1621 St. Andrews Drive due to the low bidder withdrawing and the second bid exceeds program limits.

Adopt on first reading an ordinance prohibiting the use of Lawrence Transit System shelters and benches by persons other than Lawrence Transit System riders.

Adopt on second and final reading the following ordinances:

Authorizing condemnation of utility easement for Westwood Hills sanitary sewer project west of Queens Road.

Establishing special assessments for the improvements at Clinton Parkway and Hartford/Hawthorne.

Establishing special assessments for the improvement of George Williams Way south of West 15th Street.

Approve the following Uses Permitted Upon Review:

For placement of a 120-foot communications tower at Free State High School. The property is generally described as being located at 4700 Overland Drive. Requested by Curtis M. Holland of Polsinelli/Shalton/Welte for Sprint PCS. The property owner of record is USD 497.

For a revision to the Lawrence Memorial Hospital Master Plan to include property on the northwest corner of West Fourth and Arkansas streets. The plan specifically proposes a parking lot expansion on approximately a 1-acre site. The property is described as being located at 325 Ark. Requested by Landplan Engineering for Lawrence Memorial Hospital, property owner of record.

Approve site plans subject to conditions:

Free State Townhomes proposes the construction of three duplex structures at 4101 W. Sixth St.

Proposed construction of a building for Douglas County Bank at Sixth Street and Folks Road.

Approve request from Home Depot Inc. for variance from code requirement on sizing of fire service connections as conditioned by Department of Utilities.

Approve as signs of community interest: the Friends of Lawrence Public Library book sale signs and Lawrence Homebuilders Assn. Fall Showcase of Homes.

Authorize the mayor to sign a Release of Mortgage for Tom and Frankie Conroy, 320 Lyon St.

Authorize the city manager to enter into a contract with Landplan Engineering in the amount of $25,500 for master planning services for the leased area at Clinton Lake.

Conduct public hearing per K.S.A. 75-2724 on Historic Resources Determination concerning the construction at 1344 Mass. Consider approval of site plan with conditions for 1344 Mass.

Consider awarding the bids for the Airport Improvement Project to the low bidders as indicated below (to include waiving engineer’s estimate for Schedule IV) and to authorize the city manager to accept the FAA grant offer of $2,500,945.

a. Schedule I and II: extension of runway and taxiway 400 feet south and 300 feet north to Hamm Construction for $1,789,018.58.

b. Schedule III: relocate navigational aids to Capital Electric Construction Company for $206,000.

c. Schedule IV: Wetlands mitigation to R.D. Johnson Excavating Company for $130,885.

Receive presentation from Director of Information Systems. Consider approving 2002 E-gov projects and AS400 upgrade.
