Bottom Line

A letter from Downtown Lawrence Inc. requests that the Lawrence City Commission nominate a portion of downtown Lawrence to the National Register of Historic Places.

Background

For the past several months, the Economic Development Committee of Downtown Lawrence Inc. has discussed ideas for promoting growth in the downtown area. Creating a historic downtown district would allow several income-tax credits to certain property owners for rehabilitation expenses, allow historic preservation grants and promote tourism.

Review and approve minutes of various boards and commissions: Lawrence City Commission meeting of May 21.

Claims: Approve all claims.

Bid and purchase items:

Award bid for the Hearthstone Bathroom Renovation, 745 Ohio, to the low bidder meeting specifications, Groene Brothers Construction, for $41,500.

Authorize city manager to execute engineering design contract to Landplan Engineering for Project No. 3-CP1-102(BD) Monterey Way, Stetson to Peterson roads, for street, storm sewer and waterline improvements in the amount of $99,005.

Award project No. 27-SR5-402(C) Lawrence Avenue, Sixth Street to Princeton Boulevard, and Alvamar Drive, south of 15th Street, mill overlay, curb repair to LRM Industries Inc. in the amount of $558,652.

Award project No. 55-CP11-901(BD) Wakarusa Drive, Overland Drive to Queens Road, for street, storm sewer and waterline improvements to King's Construction in the amount of $1,506,157.

Set bid date of June 11 for Project No. 32-CP8-502(C) The Masters at Alvamar and Sigma Nu Place concrete street repair.

Approve purchase of 1201 Haskell Ave. from Peter Brull and others in the amount of $88,000 for the 13th & Oregon streets stormwater project.

Approve purchase of 902 E. 13th St. from William and Mary Beth Harmon in the amount of $73,000 for the 13th & Oregon streets stormwater project.

Approve selection of GLPM Architects for Carnegie Library evaluation; authorize staff to negotiate an agreement for city commission approval.

Adopt on first reading the following ordinance(s):

Ordinance No. 7535 establishing no parking along both sides of the Clinton Parkway Frontage Road from Olympic Drive east to the end; along the south side of Third Street between Arkansas and Michigan streets ; along the south side of 11th Street from Massachusetts east of 100 feet; along the east side of Barker Avenue between 22nd and 23rd streets.

Ordinance No. 7536 establishing parking along the west side of Barker Avenue between 22nd and 23rd streets.

Adopt on second and final reading the following ordinance(s):

Ordinance No. 7534, amending Ordinance No. 7465 establishing access management requirements for West Sixth Street, Wakarusa to Kansas Highway 10 as authorized by the city commission on May 15.

Ordinance No. 7533, authorizing the execution of a loan agreement for the Kaw Lime Residuals project in the amount of $5,620,015.

Approve write-off of receivables for the period from Jan. 1, 2000, through Dec. 31, 2000, in the amount of $72,026 for 664 utility billing customers and $16,458 for 69 miscellaneous receivable accounts.

Approve site plans subject to conditions:

SP-03-16-02: site plan for crossroads office; southeast corner of Sixth Street and Congressional Drive.

SP-11-74-01: Lawrence composting facility; southern end of the wastewater treatment plant, north of East 11th Street.

Authorize the mayor to sign a Release of Mortgage for Alexandra Symeon, 435 Mich.

Approve temporary-use permit with condition: TUPR-05-28-02: Temporary-use permit for location of construction trailer west of The Legends at Kansas University; West 24th Place.
