Highlights of Friday’s activities at the Kansas Legislature:

Gov. Bill Graves outlined a new budget proposal balancing $366 million in spending reductions with $364 million in tax increases.

The House advanced bills that would ban human cloning and make it a crime to destroy human embryos for the purpose of conducting research.

House leaders scheduled debate for Tuesday on a proposal for eliminating the state’s budget shortfall without increasing taxes.

The House adopted a resolution urging the Federal Trade Commission to create a national “do not call” registry for telemarketers.
