Officials estimate the improvements, including double left-turn lanes on each approach to 31st and Iowa streets, will cost $3,269,571. Home Depot would pay $1,492,235. The city would pay $1,477,336. The state would kick in an additional $300,000.

Adopt on first reading the following ordinances:

 Establishing the quorum of the Lawrence City Commission at four members, effective March 31.

 Establishing stop signs on Westbrooke Circle at Westbrooke Street and on Petefish Drive at Westbrooke Street, all on Kansas University property.

Adopt on second and final reading the following ordinances:

 Amending Chapter 5, Articles 801-805, concerning the regulation of swimming pools.

 Annexing approximately 13 acres of right-of-way along North 1400 Road (County Road 442), generally located east of Noria Road. Annexation required as a condition of the final plat of East Hills East No. 2.

 Establishing special assessments for improvements to Kasold Drive south of Clinton Parkway and Clinton Place.

 Receive annexation request from Francis Kelly for property the city is seeking to purchase, refer to Planning Commission.
