Fiscal policy, debt management plan under consideration

Bottom Line

The Lawrence City Commission will consider adoption of city debt management and fiscal policy and debt issuance guidelines.

Background

The policy is being adopted so the city budget can comply with standards of the Government Finance Officers Assn. It mandates that the city should go into debt for projects only when “desirable,” when the length and size of the debt make it efficient, and when favorable interest rates can be found.

Award bid for road salt for the Public Works Department to Central Salt LLC for $28.05 a ton for 2,500 tons of highway salt.

Authorize city manager to enter into a contract with Siemens Information and Communication Networks Inc. for $19,173 to provide a new telephone system for the Wastewater Treatment Plant.

Authorize the mayor to enter into two contract agreements with Rural Water District No. 1 for the purchase of 10 water meters, for a combined cost of $36,991.

Adopt the following ordinances on first reading:

Rezoning 6.052 acres; 1819 and 1609 Riverridge Road, to reflect changes in the single-family zoning status.

Rezoning 0.025 acre; south and west of Wakarusa Drive (extended northward) and east of East 1000 Road from single-family residential to planned residential district.

Rezoning 2.09 acres; south and west of Wakarusa Drive (extended northward) and east of East 1000 Road from planned residential to single-family residential district.

Rezoning 9.69 acres from multiple-family residence to single-family residential district, located in Westgate Subdivision, Lots 1-9, Block 1; Lots 1, 3-5, Block 2; Lots 2-10, Block 3; and Lots 1-8, Block 4.

Adopt the following ordinances on second and final reading:

Rezoning 2.02 acres; 1829 Riverridge Road to reflect different single-family zoning status.

Rezoning 35.825 acres; north of Clinton Parkway and south and west of Lake Alvamar from suburban residential to a single-family district.

Annexing 30.256 acres; north of Clinton Parkway and south and west of Lake Alvamar.

Adopt resolution making findings, establishing the benefit district and ordering the improvement to West Sixth Street for left-turn improvement near Comet Lane.

Approve site plan for Bishop Seabury Academy, 4120 Clinton Parkway.

Approve revised site plan of Alvamar Clubhouse Addition, 4120 Clinton Parkway.

Authorize publication of proposed 2003 city budget for the Aug. 6, 2002, public hearing.

Authorize mayor to execute deed for transfer of city property (1,644 square feet) to 6Wak Land Investments LLC, located near Overland and Congressional drives. In exchange for this transfer, the property owner has transferred 1,645 square feet to the city.

Authorize the mayor to sign subordination agreements for Danette Michaels, 945 Highland, and Sandra Reed, 1410 W. 22nd St.
