Diana fountain in official hands

London After repeated delays caused by disagreements among the organizers, a government official took personal charge on Friday of plans to build a $4.7 million memorial fountain to Princess Diana.

Culture Secretary Tessa Jowell said she’d announce a final design for the memorial by the end of the month.

Earlier this week, the plan was delayed again after the committee overseeing the construction led by the princess’s friend, Rosa Monckton failed to reach a decision on a design.

The government wants to have the Hyde Park fountain finished by Aug. 31, 2003, the sixth anniversary of Diana’s death in a Paris car crash.

Music mogul still loves Martha

New York Not everyone is down on Martha Stewart.

The entertaining guru, who is under investigation for her sale of ImClone stock, will be honored by Russell Simmons’ Rush Philanthropic Arts Foundation next weekend. Others to be honored at the event, taking place at the hip-hop mogul’s East Hampton estate on July 27, are “Sex and the City” co-star Cynthia Nixon, Black Enterprise magazine founder and publisher Earl Graves, and Radio One founder and chairman Cathy Hughes.

Although Stewart’s image has taken a beating lately, Simmons says his commitment to honor her never wavered.

Stewart has been keeping out of the public eye as media scrutiny on her stock woes intensifies.

Osbourne offspring jumps off pier

Los Angeles Jack Osbourne, the son of heavy-metal legend Ozzy Osbourne and a star of MTV’s hit reality show “The Osbournes,” jumped off the Malibu Pier with several friends and suffered an arm injury, authorities said.

The 16-year-old, who’s a talent scout for a recording company, was on the pier with a film crew Wednesday afternoon when several teenagers jumped off, said Norton Wisdom, a Los Angeles County lifeguard.

“I looked up and there were a bunch of kids doing cannonballs off the Malibu Pier, which is illegal,” said Wisdom, who patrols Surfrider Beach.

Lifeguards stabilized Osbourne’s arm and treated him for mild shock, Wisdom said.

Collins taking talents to daytime

New York As shrewish Alexis Carrington, she wreaked havoc on the 1980s nighttime soap “Dynasty.”

Now Joan Collins, 69, will be stirring up trouble on CBS’ venerable daytime drama “Guiding Light,” which she joins in late August for an unspecified run of at least six months, according to spokesman Alan Locher.

Collins will play Alexandra Spaulding, described as “a master manipulator” out to seize control of Spaulding Enterprises in the anything-goes town of Springfield. Collins joins the Manhattan-based series Aug. 26 to tape episodes that begin airing in late September.
