Glasscock, Stovall refund donations

More than $52,000 is returned to gubernatorial campaign contributors

? More than $52,000 went back to contributors who wanted refunds after Atty. Gen. Carla Stovall dropped out of the governor’s race.

But more than $125,000 went from her campaign account into the account of Wichita Mayor Bob Knight after Knight teamed with Stovall’s former lieutenant governor running mate, House Speaker Kent Glasscock.

The refunds and transfers of money from Stovall to Knight in the Republican governor’s race were detailed in documents filed by Stovall and Glasscock with the Secretary of State’s Office this week.

Knight spokesman Joe Pisciotte said Wednesday that while Knight had always viewed the accounting of Stovall’s funds as a matter between Stovall and Glasscock, the Wichita mayor was glad to see it settled.

“It caused some diversions for us,” he said. “We’re glad it’s resolved in a manner that satisfied everyone.”

Knight faces Senate President Dave Kerr of Hutchinson; State Treasurer Tim Shallenburger; and Dan Bloom, a former Eudora school superintendent, in the Aug. 6 Republican primary.

After she dropped out of the race in April, the state Governmental Ethics Commission ruled that her campaign had to divide its money between Stovall and Glasscock, based on their individual fund raising. Then, the commission said, Glasscock could take his share with him.

Stovall’s campaign began the year with nearly $302,000 in its account. The attorney general raised another $98,000 before she dropped out, including $5,251 in the week before her April 15 announcement.

On May 3, Stovall’s campaign transferred $190,042 to a new account Glasscock had set up. After Stovall dropped out but before Knight named Glasscock his running mate, Glasscock, of Manhattan, contemplated running for governor.

Stovall’s campaign fund paid $177,586 in bills from Jan. 1 through July 5, a figure that included payroll, office and consulting expenses. It paid $29,993 in refunds to contributors, in checks all dated July 3.

Many of the donors who received refunds of their contributions to the Stovall-Glasscock campaign received half of the money back from Stovall and half back from Glasscock.
