Building moratorium lifted by city council
Baldwin The Baldwin City Council on Tuesday night voted to lift a moratorium that prevented development of new subdivisions.
The move came after council members gave final approval to a contract with Carrother's Construction to build a new wastewater treatment plant.
The moratorium was put in place because the city's current treatment plant was approaching its capacity and couldn't handle more growth.
Construction is set to begin on the new plant later this month or early February and should be complete by January 2003, City Administrator Larry Paine said.
