Floodplain replatting runs into city delay

Lawrence city commissioners on Tuesday delayed a decision to replat a proposed residential development in the North Lawrence floodplain.

Proposed regulations would virtually ban new floodplain construction except for already-platted land. But city planners asked commissioners not to vote on platting for the seven-lot Sydney Addition, west of North Eighth Street between Lake and Lauren streets, because some unspecified conditions still have not been met.

The plat was also criticized by North Lawrence Improvement Assn. President Ted Boyle, who said the construction would overwhelm that area's inadequate stormwater drainage system.

Commission opposes sale of Blue Cross

Commissioners unanimously voted Tuesday to oppose the proposed sale of Blue Cross and Blue Shield of Kansas to Indiana-based Anthem Blue Cross and Blue Shield

Commissioners voted after hearing that the merger offered no compelling improvement in services to the city.

The city runs its own health insurance program for its more than 700 employees. However, it paid Blue Cross of Kansas roughly $450,000 in 2001 to process the insurance claims and for "reinsurance" when claims start to strain city coffers.
