The women, both age 22 and from Lawrence, reported the incident Wednesday to Lawrence Police. They said they saw the man by a support pillar underneath Interstate 70.
The women said they saw the man about 6 p.m. while they were jogging to the north on the Kansas River levy east of the river. The women turned around and ran in the opposite direction after they saw the man, police said.
The man wasn't doing anything but standing there, the women told police. He was described as a white male, about 6 feet tall and weighing 160 to 180 pounds.
No arrest has been made.
