City considers ‘big box’ rezoning

Bottom Line

The Lawrence City Commission will consider giving approval to rezoning requests for a "big box" home improvement store on the northwest corner of Sixth Street and Wakarusa Drive.


Commissioners rejected a similar proposal during the summer, but developers have returned with a plan that answers earlier concerns with a reduced size and access that steers traffic away from the already-busy intersection.

Consent agenda

Review and approve minutes of the following boards and commissions: Aviation Advisory Board meeting of Sept. 6; Lawrence Arts Commission meetings of June 13, Aug. 8 and Sept. 12; Lawrence-Douglas County Public Health Board meeting of Aug. 20; Recycling and Resource Conservation Advisory Board meeting of Sept. 12; Planning Commission meetings of Sept. 26 and Oct. 3; and the Neighborhood Resources Advisory Committee meeting of Oct. 11.

Approve all claims.

Bid and purchase items

Approve engineering design contract with Landplan Engineering for the construction of George Williams Way, south of 15th Street in the amount of $32,000.

Award alternate bid for roof replacement of the SWAN Building, 320 Industrial Lane, to the low bidder, American Roofing, for $34,773.

Adopt on first reading an ordinance amending Chapter 20, articles 9A and 1709.2 of the Lawrence City Code, revising flood plain development/management requirements

Adopt on second and final reading the following ordinances:

Authorizing 22nd and Kasold geometric improvements.

Authorizing improvements to Crossgate Drive, 24th Place to 27th Street.

Authorizing 27th and Crossgate box culvert improvements.

Adopt resolution setting a public hearing date of Dec. 11 to discuss the unsafe structure at 1307 Brook and to consider adopting resolution ordering said structure to be removed.

Approve the following site plans subject to conditions:

Site plan for redevelopment of the Intrust Bank site, Ninth Street between Kentucky and Vermont streets. (Part A is for a temporary bank facility to be used during construction of the new bank; Part B is for the new bank facility.)

Site plan for an addition to the existing building at 1202 E. 23rd St., to house the Lawrence Athletic Club.

Authorize city manager to issue a change order to LG Bargus & Sons for the Bowersock Dam Rehab project for $243,130.48.

Receive letter from David Geyer regarding Horizon 2020 amendment. Refer to planning commission.

Conduct public hearing on proposed partial vacation of city right-of-way at 409 E. 12th St.

Consider approval of the following requests items with the "big box" proposal on the northwest corner of Sixth and Wakarusa. The items were submitted by The Peridian Group for Rock Chalk Ranch, Rock Chalk Ranch Partnership and The World Company, property owners of record.

Rezoning approximately 8.44 acres from agricultural to planned office district.

Rezoning approximately 20.18 acres from agricultural to planned residential development.

Rezoning approximately 19.199 acres from agricultural to planned commercial district.

Rezoning approximately 5.655 from agricultural to office district.

Preliminary development plan for Wakarusa Place, a planned mixed-use development located on the northwest corner of West Sixth Street and Wakarusa Drive. The plan proposes a home improvement store, restaurant and an additional retail pad site, for a total of 155,082 square feet.

Conduct discussion on South Lawrence Trafficway alignments. Provide commission's preferred alignment for SLT in response to request for input from the Kansas Department of Transportation.
