Mayor Mike Rundle has requested a discussion of city street preventative maintenance programs.

Background

Rundle has suggested increasing the city budget for preventative maintenance to extend the life span of city streets and delay more costly street reconstruction by five years or more.

Consent agenda

Review and approve minutes of the following boards and commissions: the Lawrence City Commission meeting of Oct. 2; Board of Zoning Appeals meeting of Sept. 6.; and the Lawrence-Douglas County Housing Authority meeting of Aug. 28.

Approve all claims.

Approve drinking establishment licenses for Pachamama's, 2161 Quail Creek Drive; Louise's Bar Downtown, 1009 Mass.

Approve a retail liquor license for The Wine Cellar, 2100 A West 25th St.

Set bid date of Oct. 23 for sidewalk repairs on Fourth Street from Alabama to Mississippi; Alabama from 10th to 11th streets; 10th Street from Alabama to Maine; and Delaware from 11th to 12th streets.

Set bid-opening date of Oct. 30 for the weatherization of 39 homes in the Lawrence area.

Award bid for the carpeting of the Douglas County Senior Center to the sole bidder, Bud Jennings Carpet One for $33,750.


Adopt on first reading the following annexation ordinances for the West Sixth Street annexation project:

Annexing approximately 0.5 acres west of East 1000 Road and south of West Sixth Street.

Annexing approximately 0.5 acres west of East 1000 Road and south of West Sixth Street.

Annexing approximately 0.85 acres west of East 1000 Road and north of West Sixth Street.

Adopt on first reading the following ordinances:

Annexing approximately 1 acre located east of Prairie Park Addition No. 3, west side of O'Connell Road. Authorize mayor to sign Agreement Not to Protest improvements to O'Connell Road from the property owner of this tract.

Assessing the costs of sidewalk repairs to 2710 University Drive and 2712 University Drive.

Adopt on second and final reading the following ordinances:

Annexing approximately 2 acres corner of West Sixth Street and East 1000 Road.

Authorizing the sale of non-alcoholic malt beverages at the first annual "Oompahfest" from 3 to 9 p.m. Oct. 14 at Holcom Park, 2700 W. 27th St.

Adopt resolution approving the benefit district and authorizing the improvement of George Williams Way south of West 15th Street.

Approve site plan for a professional office building to be located at 1440 Legends Drive.

Accept dedication of easements and rights-of-way for the following final plats:

Final plat of Bismarck Gardens Subdivision No. 3 is a replat of Lots 19 and 20, North Lawrence Addition No. 8. This six-lot residential replat contains approximately 1.467 acres. The property is located on the west side of North Eighth Street, between Lake and Hickory streets.

Final plat of Bismarck Gardens Subdivision No. 4 is a replat of Lot 13B, North Lawrence Addition No. 8. This two-lot residential replat contains approximately 17,671 square feet. The property is located mid-way between North Seventh and North Eighth streets on the south side of Hickory Street.

Final plat of Intrust Bank Addition is a replat of Lots 70, 72, 74 and part of Lot 76 on Kentucky Street, original townsite of the city of Lawrence. This one-lot commercial replat contains approximately .528 acre. The property is commonly known as 901 Vt.

Authorize City Manager to encumber $48,420 for payment of six artist projects to be installed by March 1 in the Lawrence Arts Center.
