Commission considers special assessments for benefit districts

Bottom Line

In the only item on the regular agenda, the Lawrence City Commission will set the maximum special assessments for three benefit districts.


The projects are as follows:

Construction of new turn lanes at 22nd Street and Kasold Drive.

Construction of Crossgate Drive from 24th Place to 27th Street, with an accompanying sidewalk and storm sewer improvements.

Construction of a replacement box culvert at 27th Street and Crossgate Drive.

Nearby properties that benefit from the improvements will be assessed a portion of the projects' cost.

Proclaim the week of October 7-13 as "Kansas University Audio-Reader Network Week."

Proclaim October as "Breast Cancer Awareness Month."

Proclaim October as "Domestic Violence Awareness Month."

Consent agenda

Review and approve minutes of the following boards and commissions: Lawrence City Commission meeting of Sept. 25; Neighborhood Resources Advisory Committee meeting of Sept. 13; Parks & Recreation Advisory Board meeting of July 7; Traffic Safety Commission meeting of Sept. 10.

Approve all claims.

Approve the following drinking establishment licenses: Holiday Inn, 200 McDonald Drive; Henry T's Bar & Grill, 3520 W. Sixth St.; Royal Peking Restaurant, 711 W. 23rd St. Tellers, 746 Mass.; The Yacht Club, 530 Wisc.; Brown Bear Brewing Co., 729 Mass.; The Hawk, 1340 Ohio; Johnny's Tavern, 401 North Second St.; Pat's Blue Rib'n Barbeque, 1618 W. 23rd St..; Fraternal Order of Eagles, 1803 W. Approve retail liquor license for Jensen Retail Liquor, 620 W. Ninth St.

Approve taxi cab license for American Eagle Taxi & Shuttle Service, 4411 Gretchen Court.

Approve the following mayoral appointments: Mark Tucker to the Bicycle Advisory Board; Mike Goans and Scott Henderson to the Board of Zoning Appeals; Sherry Girty to the Lawrence Alliance; Carrie Moore to the Neighborhood Resources Advisory Committee.

Bid and purchase items:

Award bid for foundation repair of 817 Rockledge to Wagner's Mud-Jacking Co., Inc., for $15,500. Accept determination from city manager that competitive sealed bidding method is not practical, due to circumstances described in memo from Neighborhood Resources Department.

Award bid for an eight passenger van for the Fire & Medical Department to Laird Noller Motors, for $22,735. On Feb. 27 the city commission awarded abid to Crown Chevrolet for $20,920. Crown Chevrolet has not been able to honor the terms of their bid. The vendor submitting the next lowest bid meeting specifications, Laird Noller Motors, can provide the specified vehicle at their original bid price of $22,735.

Adopt on first reading the following ordinance:

Annexing approximately two acres on the southwest corner of West Sixth Street and East 1000 Road.

Authorizing the sale of non-alcoholic malt beverages at the first annual "Oompahfest" at Holcomb Park, 2700 W. 27th St. from 3 to 9 p.m. Oct. 14.

Adopt on second and final reading the following ordinances:

Annexing approximately 1 acre east of East 1000 Road and north of West Sixth Street.

Annexing approximately 0.9 acres east of East 1000 Road and north of West Sixth Street.

Annexing approximately 1 acre east of East 1000 Road and north of West Sixth Street.

Annexing approximately 3 acres east of East 1000 Road and north of West Sixth Street.

Annexing approximately 34.4 acres east of East 1000 Road and north of West Sixth Street.

Annexing approximately 63 acres west of East 1000 Road and south of West Sixth Street.

Approve site plan for parking lot expansion at Lawrence Memorial Hospital at the northwest corner of Fourth and Missouri streets.

Approve Lawrence Public Transit promotional activities to include free Saturday ridership starting Nov. 24 to Dec. 22.

Receive request from Bicycle Advisory Committee to re-form to a joint Lawrence-Douglas County Bicycle Advisory Committee. Staff will contact Douglas County for discussion and comments.

Authorize the mayor to sign a release of mortgage for Sean Bergin and Ann Clements, 401 La.

Conduct public hearing on proposed maximum special assessments for the following pending benefit district improvements: 22nd and Kasold geometric improvements; Crossgate Drive, 24th Place to 27th Street; and 27th and Crossgate Box culvert improvements.
