Help: People with home-equity loans or balances on credit cards, whose interest rates are expected to decline.

Hurt: People with certificates of deposit. Buying a four-year CD in 1997 would have paid 7.5 percent interest. That same investment today would yield only 4 percent each year. For a $100,000 CD, that's an annual loss of $3,500.
