After more than an hour's discussion between the city commission and about 40 rural and urban residents, the commissioners voted unanimously to approve a final plat of the Douglas County 4-H Fairgrounds to comply with a city water-sewer policy.
On Oct. 26, 1900, the Lawrence Journal observed: "There is some hope now that the first paving work will be completed before the weather becomes so bad that it can not be done. A week more of good weather will see the end near at hand, but we have Providence, and not the delaying, fumbling, dilatory contractors, to thank. Had an early winter caught us, Massachusetts Street would have been blocked for another six months. Lawrence has learned a lesson, however, that will be of benefit in future paving work. The next time a contract is let, we shall know enough to let it to men who will push the work instead of delaying it."
