On June 26, 1900, the Lawrence Journal editorialized about the seemingly interminable delays by Mr. Winner regarding the development of an electric street car line and the paving of Massachusetts Street. Winner had made numerous promises and also had come before city officials seeking additional concessions and inducements. The Journal sarcastically noted, "The fact is, however, that certain ignorant and unscrupulous persons in Lawrence have had the temerity to inquire when in human probability the street car line and the paving of Massachusetts Street are likely to be undertaken." As it turned out, Winner's projects never happened.
