Commissioners to examine water treatment plant design contract

Bottom Line

Lawrence city commissioners will consider approving a contract with Black and Veatch to develop a design for expansion of the city's Clinton Lake water treatment plant.

Background

The expansion originally was slated to begin in 2003, but high water demand during summer 2000 has forced the city to speed up its plans. City officials say the expansion, which will take 18 months to complete, will increase the plant's capacity from 10 million gallons a day to 15 million gallons a day.

Review and approve minutes of Dec. 12 city commission meeting; Oct. 16 Lawrence-Douglas County Health Board meeting; and Oct. 11 Recycling and Resource Conservation Advisory Board meeting.

Award bid for wall covering at the Public Works Department from the low bidder, Griffin Paper Hangers, for $14,675.

Award bid for a storage building, including option to insulate, for Public Works Department from low bidder, BA Green Construction Co., for $63,900.

Award bid for seven Crown Victoria police cars for Lawrence Police Department to low bidder, Laird Noller Motors, for $142,798.

Award bid for three Crown Victoria detective cars for the Lawrence Police Department to low bidder, Laird Noller Motors, for $60,875.

Award bid for concrete removal and installation at the Public Works Department's SWAN building to low bidder, Dunbar, for $22,140.

Award bid for a large format digital reprographic system for the Public Works Department to Drexel Technologies for $24,000. The low bidder did not meet specifications.

Award bid for an articulated wheel loader for the Public Works Department to the low bidder, Victor L. Phillips, for $102,477.

Award bids for various water/wastewater treatment chemicals.

Award bid for telephone equipment and installation for the Lawrence Indoor Aquatic Center to Siemens Communications for $19,174.

Authorize the city manger to enter into a contract with BRB Contractors for the 2000 water line improvement project for $389,726.30.

Approve on first reading an ordinance rezoning 12.44 acres located northwest of East 31st Street and O'Connell Road from agricultural to single-family Residence.

Adopt on final reading an ordinance annexing 12.441 acres located at the northwest corner of East 31st Street and O'Connell Road.

Adopt resolutions: Establishing the city boundaries as annually required by state law; authorizing the sale of certain land for the redemption of industrial revenue bonds issued for Kantronics, authorizing the execution of special warranty deeds and other instruments.

Receive annexation request from Alvamar Inc. for 10.43 acres located west of Wakarusa Drive, north of Research Park Drive. Refer request to Planning Commission for recommendation.

Authorize the mayor to execute a traffic signal agreement with the Kansas Department of Transportation for the new traffic signal, which will be installed by KDOT in 2001 at North Third Street and U.S. Highway 24-40. This area is outside of city limits, but KDOT will pay the city $5,000 a year to maintain the signal.

Receive letter requesting special assessment benefit districts for Crossgate Drive from 24th Place to 27th Street, and Inverness Drive from 24th Place to 27th Street; authorize staff to prepare resolutions for public hearings on proposed improvements.

Approve use of city property parking deck entrance into Abe & Jake's Landing for signs for Abe & Jake's Landing, Sixth and New Hampshire streets. Sign permit and approval of variance from Sign Code Board of Appeals also required.

Receive report on proposed school-crossing-guard locations at Fifth and Maine streets for Pinckney School, and at 19th and Harper streets for Kennedy School. The proposal includes possible reassignment of existing crossing guards at these two schools.
