Bottom line

City commissioners will be asked to waive the engineer's estimate for the planned expansion of the city's wastewater treatment plant and award the bid to Danis Environmental Industries for $37,511,360. They also will be asked to authorize an increase in the amount being borrowed through the Kansas Water Pollution Control Revolving Loan Fund by $2,677,360.

Background

This is the major component of an overall wastewater treatment plant upgrade that is being driven both by capacity needs and by changes in the Environmental Protection Agency wastewater regulations.

The two-year project should keep the city from needing to do substantial work at the plant until 2020. The original estimates for this part of the project were $35,600,000 but bids came in higher than expected.

Review and approve minutes of Aug. 1 city commission meeting and July 6 Sign Code Board of Appeals and Board of Zoning Appeals meeting.

Approve all claims.

Approve retail liquor license for Myers Retail Liquor, 902 W. 23rd.

Approve appointments recommended by the mayor.

Waive engineer's estimate and award street and storm sewer improvements for 27th and Wakarusa Drive (on the curve) to LRM Industries in the amount of $125,875.

Waive engineer's estimate and award street, storm sewer and waterline improvements for 27th Street from Bluestem Drive to Scottsdale Street to LRM Industries in the amount of $156,390. Establish a new public hearing date and a new estimated project cost for this project, which had an estimated cost of $100,000.

Waive engineer's estimate and award street and storm sewer improvements for Scottsdale Street from 26th to 27th streets to LRM Industries in the amount of $73,584. Establish a new public hearing date and a new estimated project cost, which was originally set at $65,000.

Adopt on first reading an ordinance establishing no parking on the north side of 26th Street between Iowa and 27th streets.

Adopt on first reading an ordinance annexing about 20 acres of city-owned property west of Folks Road.

Adopt on first reading an ordinance annexing about 14 acres of city-owned property north of the Kaw Water treatment plant.

Adopt on first reading an ordinance annexing about 18 acres north of the South Lawrence Trafficway right-of-way, south of Bluestem Drive.

Adopt on first reading an ordinance providing a tax abatement of 50 percent for Allen Press Inc.: $2,777,135 in new equipment and machinery, and $1,925,675 in building improvements.

Adopt on first reading an ordinance ordering the condemnation of two tracts for the O'Connell Road waterline improvements.

Adopt on first reading an ordinance ordering the condemnation of one tract for the Kasold pedestrian/bicycle path project.

Adopt on second and final reading an ordinance annexing 10 acres of city-owned property east of the wastewater treatment plant.

Adopt on second and final reading an ordinance annexing about 19 acres adjacent to Free State High School. This property is owned by the school district and was required to be annexed by the high school site plan.

Adopt on second and final reading an ordinance annexing about 5 acres of city-owned property north of Oak Hill cemetery.

Authorize the mayor and the city clerk to execute an agreement with the Kansas Department of Transportation to construct a sanitary sewer main in the easements and right-of-way along North Second Street, to serve the KDOT facility at North Second and U.S. Highway 24.

Approve banners and signage for the United Way campaign.

Approve a site plan for Neenan Co. Wholesale Plumbing Supply to be located at 1725 Haskell Ave.

Approve a site plan for improvements to Centennial Park West at 600 Rockledge Road.

Approve the final plat of East Hills Business Park East, a one-lot industrial plat containing about 38 acres east of Noria Road and north of Douglas County Road 442. Submitted by Landplan Engineering for J. Kurt von Achen, president of Douglas County Development Inc., the property owner of record.

Receive copy of Westwood Hills preliminary plat as requested on July 25.
