I'm wondering if there is a state law that requires you to keep both hands on the wheel while you are driving and, if that's so, then how come people who are talking on cell phones with one hand can do that?

According to Kansas Highway Patrol spokesman Sgt. John Eichkorn, there is no law that requires both hands on the steering wheel. However, the Highway Patrol recommends that it's best to pull over to a shoulder or parking lot when using a cell phone in the car. Eichkorn said phone conversations often distract a driver's attention, which can and do lead to accidents.
