On Sept. 27, 1899, the Lawrence World's headline read, "Push the Paving," and the article that followed read: "It is thought that next Monday night will see the last paving ordinance adopted and that thereafter work may be expected to be done. There has been no end of delay. The council has been pulled and hauled by designing parties until it is all mixed up. The result cannot be beneficial to the city."
