- Review and approve minutes of various boards and commissions.
- Approve all claims.
- Approve licenses recommended by the Department of Administrative Services, as conditioned.
- Approve appointments recommended by the mayor.
- Award the bid for a tractor and boom mower for Parks and Recreation Department to the low bidder, Seller's Tractor Co., for $61,300.
- Award a project for improvements to the city fueling station, street and storm sewers, to LRM Industries Inc., for $118,995.
- Waive the engineer's estimate and award a project for milling, overlay and pavement marking on Iowa Street, from Yale to south of 19th, to R.D. Johnson for $312,817.
- Authorize the city manager to execute an agreement with Larkin consulting engineers for $21,500 for design of renovation of the South Park wading pool.
- Authorize the city manager to execute an agreement in the amount of $50,600 with Duncan and Associates for tasks related to the zoning and subdivision codes revision. Douglas County will pay $10,500. Additional contract work is expected in the year 2000.
- Adopt on second and final reading an ordinance annexing approximately 81.038 acres on the west side of Kasold Drive, north of Peterson Road.
- Adopt on second and final reading an ordinance annexing approximately 25.18 acres on the west side of Kasold Drive, south of the Kansas Turnpike right of way. Building permits are contingent on removal of the nonconforming billboard on the property.
- Adopt on second and final reading an ordinance rezoning approximately 25.18 acres on the west side of Kasold Drive, south of the Kansas Turnpike right of way from A (Agricultural District) to RM-D (Residence-Duplex District).
- Adopt on second and final reading an ordinance rezoning approximately 69.98 acres west of Kasold Drive, north of Peterson Road, from A (Agricultural District) and R-1 (Single-Family Residence District) to RS-2 (Single-Family Residence District).
- Adopt on second and final reading an ordinance adopting the 1999 Standard Traffic Ordinance amending Section 17-101 of the city code.
- Adopt on third and final reading an ordinance providing an electric franchise agreement to Kaw Valley Electric Cooperative.
- Adopt a resolution setting a public hearing date of Nov. 23 regarding the blighted structures (house and shed) at 904 Penn.
- Adopt a resolution giving the city's consent to county industrial revenue bond issuance for Cottonwood Inc.
- Adopt a resolution authorizing the city to submit the transportation enhancement applications to the Kansas Department of Transportation.
- Approve a site plan for an addition to Prairie Park School, 2711 Kensington Rd.
- Approve a site plan for an addition to Plymouth Congregational Church, 925 Vt.
- Approve a site plan for North Lawrence Car Wash, to be located at 1020 N. Third.
- Approve a site plan for Wakarusa Valley Development Corp., 203 Lyon St.
- Receive a request from the Lawrence school district concerning sanitary sewer benefit district; direct staff to prepare appropriate resolution.
- Receive letter concerning Inverness Addition benefit district and public infrastructure phasing; direct staff to prepare report.
- Approve as directional signs of community interest "Friends of the Lawrence Public Library Book Sale."
- Approve city as local government sponsor for Big Brothers and Big Sisters grant application for a Kansas Juvenile Justice Authority Title V, Delinquency Prevention Grant.
Regular agenda
- Conduct a public hearing on issuance of bonds for improvements at Lawrence Municipal Airport. This hearing concerns the hangar improvements under construction and is required for the recent bond issuance.
- Receive a report concerning bids for the Lawrence Indoor Aquatic Center.
- Consider adoption of a resolution for usage of the Retail Market Dynamics Report (McClure) as directed by the city commission on Nov. 10, 1998.
- Receive memo from mayor concerning drainage issues.
- Cancel Dec. 28, 1999, meeting.
