On Sept. 19, 1899, the headline in the Lawrence World read "Get to Work" and the accompanying article began: "The city council is having trouble making up its mind what it wants. There is a widespread demand for paving and it should be done at once...To pave means bonds and we might as well make up our minds to it. As a usual thing our people have had their fill of bonds. But the streets are so bad that something has to be done."
