GARY'S TOP FIVE
As he leaves the Lawrence Chamber of Commerce after 18 years as its president, Gary Toebben reflected on his proudest accomplishments:
1. Creation of East Hills Business Park.
2. Approval of economic development initiatives in 1986, which led to liquor-by-the-drink, property-tax abatements, parimutuel wagering and the Kansas Lottery.
3. Creation of the Lawrence Business-Education Partnership.
4. Creation of Leadership Lawrence.
5. Passage, in 1994, of a $35 million bond issue that included construction of a second Lawrence high school, and a 1-cent countywide sales tax that led to a new jail, health center, parks improvements and property-tax relief.
