The Kansas Arts Commission did a lot of talking Wednesday but could take no action.
Only five of the state's 12 arts commissioners showed up for their meeting at the Lied Center on Kansas University's West Campus.
Present were Kent Stehlik, Dodge City; Burton Pell, Wichita; president Martin Bauer, Wichita; T.J. Snyder, Mission Hills; and Rosalie Summers, Wichita. Absent were vice president John Hunter, Topeka; secretary Martha Rhea, Salina; Denice Morris, El Dorado; Lisa Adkins, Leawood; Robert Feldt, Great Bend; Elwanda Richardson, Kansas City; and Raymond Olais, North Newton.
The commission was scheduled to take action on at least four items, including approval of a change in the way operational support grants are awarded.
If the proposal passes, panels no longer would determine if and how much operational grant money an arts agency would receive. Instead, money would be awarded based on a formula, which would put arts agencies in rural and small towns on equal footing with larger agencies that have more resources.
The arts commission will reconvene today at 8 a.m. at the Lied Center. If a quorum is not in attendance, commissioners will cast their votes by using mail ballots, Bauer said.
