The Lawrence City Commission will consider the following agenda when they meet at 7 p.m. Tuesday, Nov. 9, at city hall, Sixth and Massachusetts:

Recognition:

  • Recognition of Miss Haskell, 1999-2000, Natalie Jefferson.

Consent agenda:

Unless otherwise requested, the following items will be considered without debate on a single vote:

  • Review and approve minutes of the commission's Nov. 2 meeting.
  • Approve claims and payroll.
  • Authorize the city manager to execute an agreement with Black and Veatch consulting engineers for supplemental resident engineering services for $25,600 for the wastewater treatment biosolids project.
  • Award bid of $16,170 to Diamond Everley Roofing, the sole bidder, for replacement of 2,200 square feet of roofing at the Kaw Water Treatment Plant.
  • Award bid of $15,729.27 to Mead & Sons, the sole bidder, for purchase of four valves for the Kaw Water Treatment Plant.
  • Authorize the city manager to execute an agreement with TranSystems consulting engineers for 23rd Street major corridor and access management study.
  • Award bid of $51,000 to Wildcat Concrete Services for traffic signal installation at Clinton Parkway and Wakarusa Drive for the Public Works department.
  • Adopt on first reading an ordinance rezoning approximately 11.050 acres west of Kasold and north of Peterson Road from A (Agricultural District) to RM-D (Residential Duplex).
  • Adopt on second reading an ordinance establishing no parking along the east side of Mississippi, south of 10th Street, south 100 feet; along the west side of Indiana Street, north of 10th Street, north 100 feet; along the east side of Four Wheel Drive from 31st Street, north to its end; along the west side of Four Wheel Drive from 28th Terrace, north to its end; along the west side of Nigel Drive, from Lancaster to Peterson; along the south side of Lancaster, from Nigel Drive to Yorkshire Drive; along the east side of Yorkshire Drive, from Peterson Road to Lancaster Drive; along the south side of 22nd Street east of the east property line of 3205 22nd Street; along the west side of 22nd Court.
  • Adopt on second reading an ordinance establishing no parking from 8 a.m. to 5 p.m. Monday through Friday, along the south side of 22nd Street from Kasold to the east property line on 3205 22nd Street and along the east side of 22nd Court.
  • Adopt on second reading an ordinance establishing a multiway stop at Seventh and Florida.
  • Adopt on second reading an ordinance annexing 5.79 acres located south of the Kansas Turnpike and approximately 1,800 feet west of Kasold.
  • Adopt on second reading an ordinance rezoning 5.791 acres south of the Kansas Turnpike and 1,800 feet west of Kasold from A (Agricultural District) to RM-D (Residential Duplex).
  • Adopt on second reading an ordinance rezoning 0.184 acres south of the Kansas Turnpike and about 1,800 feet west of Kasold from RS-2 (Single-Family Residence District) to RM-D (Residential-Duplex District).
  • Adopt on second reading an ordinance rezoning 1.39 acres at 1231 E. 23rd Street from RS-1 (Single-Family Residence District) to C-4 (General Commercial District).
  • Adopt on second reading an ordinance rezoning 7.023 acres from RS-1 (Single-Family Residence District) to RS-2 (Single-Family Residence District). The property is located approximately 130 feet east of Harper Street, south of East 17th Street and north of the existing mobile home park.
  • Accept easements and rights of way for the final plats of Foxfire Addition No. 4, a 68-lot residential subdivision containing 37.396 acres, west of Wakarusa Drive at W. 18th Street.
  • Accept easements and rights of way for the final plat of Habitat Neighborhood Addition No. 4, a 25-lot residential subdivision containing 7.062 acres, located 130 feet east of Harper Street, south of East 17th Street, north of the existing mobile home park.
  • Accept easements and rights of way for the final plat of Allen Press Addition, a one-lot industrial plat containing 8.51 acres east of East 10th and Delaware and to the north and east of Hobbs Park.
  • Accept easements and rights of way for the final plat of Sunflower Park Addition, an 84-lot, three-tract residential subdivision containing 72.85 acres. This plat is for the residential portion of the Inverness Park Development, and is located northeast of 27th and Inverness, east of the school property.
  • Accept easements and rights of way for the final plat of Inverness Park Plaza Addition, a six-lot mixed-use subdivision containing 55.42 acres, for the office and multiple-family residential portion of the Inverness Park Development located between Inverness and Crossgate on the south side of Clinton Parkway.
  • Approve a site plan for a parking lot expansion for Garage Door, Inc., 3800 Greenway Circle.
  • Authorize the mayor to sign a Release for Mortgage for Michail and Rebecca Coffman, 703 Ash.
  • Authorize the city manager to enter into an agreement with CitySearch to produce the design guidelines for Old West Lawrence.
  • Approve Nov. 30, 1999, as date for reconsideration of the Parkway Plaza Preliminary Development Plan, 22nd and Kasold.

City manager's report:

  • Receive a quarterly financial report from the city manager.

Regular agenda:

  • Conduct public hearing for the unsafe structure at 338 Funston Ave. and consider ordering emergency demolition, if appropriate.
  • Receive report concerning drainage and development potential issues for the Quail Creek watershed.
  • Receive draft agreement not to protest the creation of benefit districts for public improvements in the Inverness Addition.
  • Adopt on second and final reading an ordinance annexing the Inverness Park property and establishing certain building permit conditions.
  • Authorize the mayor to sign agreement to annex the Inverness Park property and agreement not to protest special assessment benefit districts.
  • Adopt second and final reading of a package of eight ordinances rezoning the Inverness Park property from A (Agricultural District) to RS-2 (Single-Family Residence District) RM-D (Residential-Duplex District), PRD-2 (Planned Residential District), and RO-1B (Residence-Office District).
