Can a complaint be filed regarding KU football's new public address system using the same law that prohibits extremely loud car stereo speaker systems?

According to City Manager Mike Wildgen, no. The new "car stereo" ordinance, which became effective Jan. 1, only applies to sound-amplification systems in motor vehicles. Under the law, an operator of a motor vehicle with a sound-amplification system which can be heard from 50 feet away can be cited for an ordinance violation and fined $50.
