* Receive a proposed policy regarding submittal deadlines for new information related to deferred items.

  • Initiate text amendment to City Zoning Ordinance and County Zoning Regulations related to procedural issues for re-publication of deferred zoning and/or special use permit applications.
  • Initiate text amendment to City Zoning Ordinance and County Zoning Regulations to establish time limitations on UPR/CUP approvals of "uses permitted upon review" (UPRs) and "conditional use permits" (CUPs).
  • Elect the commission's chair and vice chair for the coming year. Frank Male, the commission's current vice chair, is in line to become chair. He would take the place of Andrew Ramirez.
  • Consider preliminary and final plats for Burns Subdivision, a one-lot residential plat covering 0.16 acre along the north side of Lyon Street, between North Third and North Fourth streets. Submitted by EBH & Associates for Thomas L. & Ozella E. Burns, owners of record, and Steve Eudaly, contract purchaser.
  • Consider a final plat for Hummingbird Song, a one-lot commercial plat covering 0.185 acre. The property is along the south side of Ninth Street, midway between Louisiana and Indiana streets. Submitted by B G Consultants for Terry A. Cullen, property owner of record.
  • Consider a final plat for Parkside Addition No. 2, a six-lot residential replat covering 3.953 acres east of "Dad" Perry Park and north of Tiffany Drive (if extended east).   • Consider a preliminary plat for "West 15th Street Elementary School," a one-lot residentially zoned plat covering 12.551 acres that is the site for a new public elementary school.   • Consider a preliminary plat for Diamondhead Townhomes, a mixed single-family and multiple-family residential plat including 27 lots and one tract on 14 acres, including 4.3 acres and proposed for stormwater detention for the area.   • Consider a revision to a preliminary plat for Oread West-South, a 116-lot residential and industrial subdivision covering 100.23 acres south of 15th Street and west of Wakarusa Drive.   • Requested for deferral by applicant: Consideration of a revised final development plan for Phase 2 of Pine Ridge Plaza PCD, northeast of 33rd and Iowa streets. The plan proposes to revise the phasing of retail spaces 2b and 2c. Phase 2b contains 44,620 square feet and 161 parking spaces. Phase 2c contains 23,500 square feet and 137 parking spaces.   • Consider a final plat for Lawrence County Club Addition, a one-lot subdivision covering 5.147 acres at the north end of Country Club Terrace.   • Conduct an annual review for Horizon 2020, the comprehensive land-use plan for Lawrence and Douglas County. Commissioners will receive a report from Eric Strauss, a planning consultant. The review is the plan's first since its adoption by the planning commission, Lawrence City Commission and Douglas County Commission.
  • Consider a Use Permitted upon Review request for before/after school child care at Hillcrest School, 1045 Hilltop Dr. Full and half-day care would also be provided on days when school is closed for parent-teacher conferences or teacher in-service. The program would accommodate up to 18 children in grades K-4, with older children accepted on a space-available basis.
  • Consider a Use Permitted upon Review request for the installation of a 240-square-foot Internet equipment shelter building to be located on a 1,600-square-foot tract of property leased from the LRM Industries concrete batch plant site on East 25th Street, south of Kansas Highway 10. The building would contain a switching station for a new network being set up by Splitrock Services, which is based in The Woodlands, Tex.
  • Consider a request for the annexation of 10 acres along the east side of O'Connell Road north of Prairie View Planned Residential Development. Also requested: Rezoning the property from A (Agricultural District) to PRD-1 (Planned Residential Development) uses, and a preliminary development plan calling for construction of 65 townhomes on the property. The site would be known as Larkspur Addition. Requested by The Peridian Group for Stuart R. Doores, property owner of record.
  • Consider a preliminary development plan for Aberdeen South Apartments, which calls for 16 eight-plex buildings -- for a total of 128 dwelling units -- on 8.8 acres north of 27th Street and east of Wakarusa Drive.
