IN 1899

On June 15, 1899, the Lawrence Journal noted that Postmaster E. F. Caldwell was working to establish rural free mail delivery in the areas adjacent to Lawrence. The Journal stated: "The advantages of the free rural delivery are exceedingly great and there is every reason to believe that Postmaster Caldwell's efforts will be heartly seconded by the country patrons of the office who will be benefited."
