Does Lawrence have an ordinance regarding cats? If so, what is it?

Yes, both cats and dogs are covered by the current "animal at-large" ordinance, which states the animal to be kept on a leash or "under the charge, care or control of its owner." The city has interpreted that phrase to mean that if an animal responds to the owner's verbal commands ("Here, Fido" or "Here, Fluffy") then the owner can be said to have "control" over the animal, even if the animal is wandering about the neighborhood.

A proposed new ordinance, which was approved on first reading this week, would further tighten current law by requiring both dogs and cats either to be on a leash or chain, restrained by an electronic collar, or confined within a fenced area when they are outdoors.
