The Douglas County Commission Wednesday gave county staff approval to begin negotiating a contract for the design of sewer systems that will open 318 acres northwest of Lawrence to development.
To do so, the commission had to waive the county's purchasing policy and refrain from asking other companies to lobby for the contract.
Keith Browning, director of public works, said Landplan Engineering was chosen by the property owners in the area to guide them through the process of creating Baldwin Creek Sewer Districts No. 1 and No. 2 from the beginning. Landplan also designed many of the sewer systems in the area.
Because of that, the company would be the obvious choice even if proposals were submitted.
The proposal was passed on a vote of 2-1, with the dissenting vote from Charles Jones.
