The top two city commission spots and the three school board posts here never were in doubt after early returns in the general election. But the third-place city contest between incumbent Russ Mosser and auto dealer Jim Clark was touch-and-go until the final returns were all in. Mosser appeared to have won by a 2,158 to 2,156 count.
