On Nov. 8, 1898, the Lawrence World in its account of the previous evening's meeting of the city council reported: "In regard to the poor of the city the mayor suggested that money could be saved the city by the appointment of a man for certain months of the year whose duty it should be to look after the city's poor, and asked that the council consider the matter." No further discussion was recorded regarding this suggestion by the mayor.
