Planning staffers recommend deferring the permit request, because ``additional information is needed to assess this development and to meet the requirements outlined'' in the city's zoning ordinance, which governs such permits.

Midwest Health operates four other assisted-living communities, in Topeka, Manhattan, Overbrook and Lansing.

A dozen residents along Moundridge Drive have put their opposition to the project in writing. Among their concerns: inappropriate residential density and inadequate screening, open space and planning for traffic flow.
