The department's policy last was updated in 1992, when the rate was set at 1.3 cents per gallon.
Since then, however, regulations have gotten tighter and the cost of treatment has increased, Wildgen said. In fact, a planned $43.5 million expansion and upgrade of the treatment plant will include a new disposal area for hauled-in septic waste. Among other changes included in the proposed policy: waste limits; pretesting provisions; and source registration requirements.
``This is a modernization of the regulations,'' Wildgen said.
