County commissioners to hear planner's recommendation about access points to eastern leg of South Lawrence Trafficway.
Site distance problems and the potential hazard of mixing residential and industrial traffic are two reasons why Lawrence-Douglas County planners are recommending access point changes to the eastern leg of the South Lawrence Trafficway.
Tom Hastert, the metropolitan planning office's long-range planner, will discuss the changes tonight at the Douglas County Commission meeting as part of a draft proposal about future southeast area land use and transportation.
Hastert stressed Tuesday that nothing was concrete.
``This is all in the brewing stages,'' Hastert said.
The land use and transportation draft proposal outlines growth southeast of Lawrence around the eastern leg of the SLT where it connects with East 23rd Street/Kansas Highway 10. Hastert has asked county commissioners to review in particular his proposal for relocating access points to the trafficway.
The access points now are situated at Franklin Road extended south and at E. 1750 Road, or Noria Road. The recommendation is to change them to E. 1600 Road, or O'Connell Road, and E. 1700 Road.
It's the opinion of SLT project manager John Pasley that the Franklin access point has potential site distance problems because of the location of a hill, Hastert said.
Mixing industrial and residential traffic also could pose problems, Hastert said. He said it's important for the city and county to discuss the connections between land uses and transportation.
The Lawrence-Douglas County Metropolitan Planning Commission already has reviewed the draft proposal.
Michael Heck, chairman of that group, told the county in a memo that planning commissioners agree that the relocation ``is necessary to best accommodate the development'' of the area as planners have depicted.
The proposal outlines low- and high-density residential, industrial and commercial growth.
The county will not make a decision about the proposed changes at their 6:35 p.m. meeting today at the courthouse.
``This is the initiative of the planning commission,'' County Administrator Craig Weinaug said. ``At the meeting they'll just expose the idea to the commissioners, and we'll hear their rationale for the recommendation.''
