* Approve a preliminary plat for St. James Addition, a four-lot commercial subdivision along the north side of East 23rd Street, about 830 feet west of Harper Street.   • Consider a request to rezone 448.36 acres from RS-1 (Single-Family Residence District) to M-2 (General Industrial District), property commonly known as the Lawrence Municipal Airport.   • Consider a preliminary development plan for "10 Marketplace" PCD, a proposed planned commercial development covering 4.86 acres immediately east of "Harper Corner," east of Harper Street on the north side of East 23rd Street. The plan calls for 13 retail commercial spaces. Variances have been requested from the required setbacks along the north, south and east boundaries of the tract. This matter was deferred from the commission's September, October and November meetings.
  • Consider a request to rezone 13,816 square feet from RM-1 (Multiple- Family Residence District) to RM-2 (Multiple-Family Residence District). The property is commonly known as the Naismith Apartments, 1502 W. 25th Ct. Requested by Daniel M. Welch, agent for Thurlow Development Corp., property owner of record. This matter was deferred from the commission's October meeting.
  • Consider a revised preliminary development plan for the third phase of the Nieder Acres PCD (SuperTarget Development) and its proposed pad sites for a Pier 1 (covering 9,360 square feet) and a 3,540 sq. ft. pad site for future retail sales to be located south of Pier 1. The applicants have requested a variance from the periphery setback along the north property line, to go from 30 feet to 20 feet.   • Consider a request to rezone approximately 83,918 square feet from RS-2 (Single-Family Residence) to PRD-2 (Planned Residential Development).   • Consider a request for a preliminary development plan for Earl Grove's Village PRD-2, a planned residential development to be located along the east side of Delaware Street, between 12th and 13th streets.
