What: Upgrade of a city-owned gravel parking lot to include 102 spaces, pavement, landscaping and lighting.

When: Construction likely next summer.

How much: $300,000.

Who pays: Half would be paid by the city at large and half paid by members of a downtown benefit district composed of all downtown properties that don't currently provide adequate off-street parking.

Typical charge: $550, assessed to each lot measuring 5,850 square feet.
