Why isn't there a 20 mph speed limit in front of Hillcrest School?
"That depends on where," said David Woosley, the city's traffic engineer. "On Harvard there is. On Hilltop (Drive) and Highland (Drive), there is not because there are no unprotected school crosswalks. All the crossings there are protected by stop signs."
A city policy, approved in March, permits 20 mph school zones near elementary schools only if no other protection -- such as a crossing guard, traffic signal or stop sign -- is provided.
